Most free bill of lading templates fail the moment you tick the hazmat box.

A shipping paper for hazardous materials is not a bill of lading with a box ticked. It needs four description fields in a fixed order, a total quantity, a signed certification and a telephone number a person answers for as long as the freight is moving. Offer the tick box without those and the document looks finished and is not one.

Below: the legal minimum, the hazmat fields, and the clauses a standard bill of lading preprints — as a list you can hold your own template against.

The floor

What must a bill of lading legally contain?

Five things, under 49 CFR 373.101: the consignor and consignee, the origin and destination, the number of packages, a description of the freight and its weight. That is the whole legal floor for a motor carrier bill of lading, and almost any template clears it. Which is why clearing it tells you very little.

Everything else on a real bill of lading is there because the trade puts it there: the liability limitation notice, the released value wording, the non-recourse statement, the count boxes, the three signatures. None of that is optional in practice, because each one exists to settle a specific argument that happens after the freight moves.

Three functions

What are the three main functions of a bill of lading?

The three functions are a receipt for the goods, evidence of the contract of carriage and, for a negotiable bill, a document of title. As a receipt, it records what the carrier took into its custody. As evidence of the contract, it names the parties and the terms. Only the third function lets whoever holds the original bill claim the goods, and it applies only when the bill is negotiable.

Straight or order

What is the difference between a straight bill of lading and an order bill of lading?

A straight bill of lading is non-negotiable and consigns the goods to a named party; an order bill of lading is negotiable and transfers by endorsement. With a straight bill, the carrier delivers to the consignee named on its face. With an order bill, the carrier delivers to the holder of the properly endorsed original. The difference is who is entitled to the freight, and whether that entitlement can be sold on.

Who prepares it

Who is responsible for preparing the bill of lading, the shipper or the carrier?

The shipper prepares the bill of lading, and the carrier issues or signs it at pickup. The shipper is responsible for the accuracy of the description: the packages, the weight, the freight itself and, for hazardous materials, the fields 49 CFR 172 names. The split matters when a claim is filed: the party that described the freight and the party that signed for it are not the same party, and the document has to show which did which.

Hazardous materials

Can you use an online bill of lading template for a hazmat shipment?

Only if it carries the fields 49 CFR 172 names, and a tick box is not one of them. The regulation fixes the order of the basic description — identification number, proper shipping name, hazard class, packing group, in that sequence with nothing interspersed — and separately requires a quantity, a signed certification, and an emergency number that is monitored, not merely printed.

This is the one item on this page with a regulation behind it rather than a custom, and it is the reason a template that looks generous can be worse than none. We read four online generators against the regulation and none of them collected the four basic-description fields, although three offered a way to mark a load as hazardous. A mark is not a description.

The checklist

How do you tell a good bill of lading template from a bad one?

Hold it against this list. It comes from the uniform straight bill of lading and the published forms of Saia, Estes, YRC, ArcBest and the GS1/VICS standard, all of which can be downloaded and checked against each other. The elements below are the ones that more than one of those forms agrees on.

Bill of lading elements and what requires each
Element Required by Category
Names of consignor and consignee 49 CFR 373.101 Required by law
Origin and destination points 49 CFR 373.101 Required by law
Number of packages 49 CFR 373.101 Required by law
Description of the freight 49 CFR 373.101 Required by law
Weight, volume or measurement 49 CFR 373.101 Required by law
UN or NA identification number, first in the sequence 49 CFR 172.202(b) Hazmat only
Proper shipping name, hazard class, packing group, in that order 49 CFR 172.202(b) Hazmat only
Total quantity and number and type of packages 49 CFR 172.202(c) Hazmat only
Emergency response telephone number, monitored 24 hours 49 CFR 172.604 Hazmat only
Shipper's certification, signed 49 CFR 172.204 Hazmat only
Liability limitation notice 49 U.S.C. 14706(c)(1)(A) and (B) Trade standard
Released value declaration with a unit, not just an amount Uniform straight bill of lading Trade standard
Section 7 non-recourse statement, for collect shipments Uniform straight bill of lading Trade standard
Trailer loaded by, and freight counted by GS1/VICS standard BOL Trade standard
Three signatures: shipper, carrier at pickup, consignee at delivery Uniform straight bill of lading Trade standard
Freight class and NMFC item number, as separate fields LTL carrier practice Trade standard
Five are law. Five apply only to hazardous materials. Six are trade standard and decide arguments. Check your own template against it

The rows that surprise people are the last six. A released value box with no unit does not limit anything. A collect shipment without the Section 7 statement leaves the shipper liable when the consignee does not pay. And a form with one signature line records no transfer of custody at all, which is the thing a bill of lading exists to record.

Two minutes

How do you check a bill of lading template in two minutes?

Five things, in this order, and the first one eliminates most templates on its own. You do not need to read the form. You need to try to break it.

  1. 01 / 05

Tick the hazmat box and watch what happens

If nothing appears — no identification number, no shipping name, no emergency telephone — the form will produce a non-compliant shipping paper for any hazardous load. Stop here.

  2. 02 / 05

Look for a unit beside the declared value

An amount on its own is not a declaration. The released value wording needs a figure and a unit: not exceeding a given amount per pound, per piece, per shipment.

  3. 03 / 05

    Count the signature lines

One line records nothing. A bill of lading is signed by the shipper at origin, the carrier at pickup and the consignee at delivery, and each of those certifies something different.

  4. 04 / 05

    Find the count boxes

Trailer loaded by, and freight counted by. They decide who answers for a short delivery, and they are missing from almost every generic template.

  5. 05 / 05

    Set the charges to collect

If no non-recourse statement appears, the shipper stays liable for freight the consignee never pays. That is the clause with the quietest consequences on the whole form.

Questions

Frequently asked questions

What must a bill of lading legally contain?

Under 49 CFR 373.101 a motor carrier bill of lading must show the names of the consignor and consignee, the origin and destination points, the number of packages, a description of the freight, and its weight, volume or measurement. That is the legal floor and it is short. Everything else on a standard bill of lading — the liability limitation notice, the released value declaration, the non-recourse statement, the signature blocks — is there because the trade puts it there, and because leaving it out is what loses arguments later.

Can you use an online bill of lading template for a hazmat shipment?

Only if it carries the fields 49 CFR 172 requires, and most do not. A shipping paper for hazardous materials needs the identification number, proper shipping name, hazard class and packing group in that exact sequence under 172.202(b), the total quantity and package count under 172.202(c), a signed shipper certification under 172.204, and an emergency response telephone number monitored for as long as the freight is moving under 172.604. A template that offers a hazmat tick box and nothing else produces a document that looks complete and is not.

What is a declared value on a bill of lading, and does writing a number do anything?

On its own, no. The released value declaration is a sentence, not a figure: the shipper states in writing that the agreed or declared value of the property does not exceed a given amount per a given unit. An amount with no unit and no accompanying wording does not limit or extend anything, which is why a form with a bare "declared value" box leaves you no better off than an empty one.

Who signs a bill of lading?

Three parties, and each certifies something different. The shipper certifies that the freight is properly classified, packaged, marked and labelled. The carrier acknowledges receipt of the packages and any required placards, and that emergency response information was available. The consignee acknowledges that the property arrived in apparent good order except as noted. A form with one signature line does not record a transfer of custody, which is the thing a bill of lading exists to record.

What the agent does

What does catuh do with a bill of lading?

It reads the bill of lading when it arrives by email and writes its fields into your system, then checks each one against this list. A missing hazmat line, a released value with no unit or a single signature is flagged before the load is invoiced, not after the invoice is refused. We build AI agents for the back office of US freight companies; we do not publish a form, and automation cannot recover a field nobody filled in.

The same read catches what the document never recorded: the arrival and departure times, the exception at pickup. Those get captured at the dock and attached to the load.
